as provided in (2), the provisions of
40 CFR
52.21(v) are hereby
incorporated by reference.

(b)
40 CFR
52.21(v)(2) shall be changed
to read "The director shall, with the consent of the governors of other
affected states, determine that the source or modification may employ a system
of innovative control technology, if:".
