Utah Admin. Code R307-406-2 - Source Review
(1) The director
shall review any new major source or major modification proposed in either an
attainment area or area of nonattainment area for the impact of its emissions
on visibility in any mandatory Class I area. As a condition of any approval
order issued to a source under R307-401, the director shall require the use of
air pollution control equipment, technologies, methods or work practices deemed
necessary to mitigate visibility impacts in Class I areas that would occur as a
result of emissions from such source. The director shall take into
consideration as a part of the review and control requirements:
(a) the costs of compliance;
(b) the time necessary for
compliance;
(c) the energy usage
and conservation;
(d) the non air
quality environmental impacts of compliance;
(e) the useful life of the source;
and
(f) the degree of visibility
improvement which will be provided as a result of control.
(2) In determining visibility impact by a
major new source or major modification, the director shall use, the procedures
identified in the EPA publication "Workbook For Estimating Visibility Impacts"
(EPA 450-4-80-031) November 1980, or equivalent.
(3) The director shall insure that source
emissions will be consistent with making reasonable progress toward the
national visibility goal referred to in 40 CFR, 51.300(a).
