Utah Admin. Code R315-265-312 - Landfills - Special Requirements for Ignitable or Reactive Waste
(a) Except as provided in Subsection
R315-265-312(b), and in Section R315-265-316, ignitable or reactive waste may
not be placed in a landfill, unless the waste and landfill meet the applicable
requirements of Rule R315-268, and:
(1) the
resulting waste, mixture, or dissolution of material no longer meets the
definition of ignitable or reactive waste under Section
R315-261-21 or
R315-261-23; and
(2) Subsection
R315-265-17(b)
is complied with.
(b)
Except for prohibited wastes that remain subject to treatment standards in
Sections R315-268-40 through
R315-268-49, ignitable wastes in
containers may be landfilled without meeting the requirements of Subsection
R315-265-312(a), if the wastes are disposed of in a way that they are protected
from any material or conditions that may cause them to ignite. At a minimum,
ignitable wastes shall be:
(1) disposed of in
non-leaking containers that are carefully handled and placed so as to avoid
heat, sparks, rupture, or any other condition that might cause ignition of the
wastes;
(2) shall be covered daily
with soil or other non-combustible material to minimize the potential for
ignition of the wastes; and
(3) may
not be disposed of in cells that contain or will contain other wastes that may
generate heat sufficient to cause ignition of the waste.
