Utah Admin. Code R331-9-3 - Commissioner's Discretion to Commence Hearings
(1) Except when required by statute, the
commissioner shall have sole and complete discretion as to whether any kind of
hearing procedure shall be employed in connection with any matter pending
before the department.
(2) Nothing
in this rule shall be construed as creating any right to a hearing on any
matter apart from those rights separately conferred by statute or required by
due process of law.
