Utah Admin. Code R354-4-104 - Processing of Proposals - Changes to Proposals Not Allowed
(1) The CRAU:
(a) shall accept proposals as provided in the
Request for Proposals;
(b) may not
open a proposal until after the deadline for submitting proposals;
and
(c) may not disclose the
contents of a proposal to the public or to another Offeror.
(2) A person who submits a
proposal may not, after the deadline for submitting proposals, make a change to
the proposal if the change is prejudicial to:
(a) the interest of the CRAU; or
(b) fair competition.
