Utah Admin. Code R477-13-1 - Volunteer Programs
(1) Management may
establish a volunteer program. A volunteer program shall include:
(a) documented agreement of the type of work
and duration for which the volunteer services will be provided;
(b) orientation to the conditions of state
service and the volunteer's specific assignments;
(c) adequate supervision of the volunteer;
(d) documented hours worked by a
volunteer; and
(e) compliance with
Title 67, Chapter 20, Volunteer Government Workers Act.
(2) A volunteer may not donate any service to
an agency unless the volunteer's services are approved by the agency head or
designee.
(3) Volunteers may not
serve the state or any agency or subdivisions of the state until management
approves work programs for volunteers.
(4) A volunteer is considered a government
employee for purposes of workers' compensation, operation of motor vehicles or
equipment if properly licensed and authorized to do so, and liability
protection and indemnification.
(5)
State employees who volunteer for any state agency may only perform services
that are distinctly different from their primary work activities.
