Utah Admin. Code R477-7-14 - Furlough
Management may furlough employees as a means of saving salary costs in lieu of or in addition to a reduction in force. The agency head shall approve furlough plans subject to the following conditions:
(1) Furlough hours count for purposes of annual,
sick, and holiday leave accrual.
(2)
Management pays for any state paid benefits:
(a) at
the full rate for benefits with fixed costs, regardless of how many days an employee
is furloughed; and
(b) as a percentage
of actual wages for benefits paid as a percentage of actual wages, including a pay
period with no actual wages.
(3) An employee who is furloughed is responsible
to pay the employee portion of any benefits. Voluntary benefits remain entirely at
the employee's expense.
(4) An employee
shall return to the current position.
(5) Management shall apply the furlough equitably
to any person in a given class, program staff, or organization.
