Utah Admin. Code R527-430-2 - Definitions
(1) "Unobligated spouse" means a spouse and
joint-owner of a financial account, joint recipient of a non-means tested lump
sum payment, judgment, settlement, or lottery who is not obligated by the child
support order that is the basis for the action.

62A-11-401.
