Utah Admin. Code R614-4-3 - Explosive Materials, Purpose Scope and Responsibility
A. Purpose: To set forth safe practices and
standards for work performed in the manufacture and use of explosives,
explosive material, ammunition, pyrotechnics, and related materials.
B. Scope and Application: These standards
shall apply to the manufacture, testing, research, storage and use of
explosives, explosive material, ammunition, pyrotechnics, fireworks (special
and common), propellants, propellent compositions and related materials within
the boundaries of the State of Utah. These standards shall apply to employers
who employ one or more employees. These standards shall not apply to the
laboratories of schools and colleges when confined to educational purposes or
to explosive materials in the forms prescribed by the official United States
Pharmacopeia or the National Formulary and used in medicines and medicinal
agents.
C. Responsibility: Prior to
starting new operations, it shall be the responsibility of every manufacturer
within the scope of this standard to notify in writing the Administrator of the
Utah Occupational Safety and Health Division of the Labor Commission.
