Utah Admin. Code R649-2-1 - Scope of Rules
1. The following
general rules adopted by the board pursuant to Title 40, Chapter 6, Board of
Division of Oil, Gas and Mining shall apply to any land in the state in order
to conserve the natural resources of oil and gas in the state, to protect human
health and the environment, to prevent waste, to protect the correlative rights
of each owner and to realize the greatest ultimate recovery of oil and
gas.
2. Special rules and orders
have been and will be issued by the board when required and shall prevail as
against the general rules and orders of the board if in conflict.
3. Exceptions to the general rules may be
granted by the director or authorized agent for good cause shown and shall
prevail as against the general rules.
4. No exceptions granted by the board,
director, or authorized agent to the rules applicable to the Underground
Injection Control Program will be effective without the consent of the federal
Environmental Protection Agency.
