Utah Admin. Code R850-170-1000 - Lease Determination Procedures
The agency may not lease trust lands when a lease:
1. would be inconsistent with board policy or
would not be in the best interest of the trust beneficiaries;
2. would create significant obstacles to
future mineral development; or
3.
would foreclose future development or management options that would likely
result in greater long term economic benefit.
