Subsection 72-7-108(3)(c) states that the department shall establish a schedule of rates of compen sation for longitudinal access granted under that section, and shall do so beginning October 1, 1999, and in accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act.
