Rule No.172.4 Twin Trifecta
(a) No Twin Trifecta wagering shall be
conducted without permission of the Commission. The races in which the Twin
Trifecta pari-mutuel wagering will be permitted shall only be those designated
by the Commission and a separate pool shall be established therefor.
(b) The rules for Twin Trifecta shall be
noticed to the public as directed by the Commission.
(c) The Twin Trifecta is a form of
pari-mutuel wagering in which the bettor selects the three horses or dogs that
will finish 1st, 2nd, and 3rd in each of the two designated races in the exact
order as officially posted.
(d)
Twin Trifecta tickets shall be sold only at Twin Trifecta windows by the
licensee and only from automatic double issue machines, unless the commission
shall otherwise permit.
(e) Each
bettor purchasing Twin Trifecta tickets shall designate his three selections as
the first 3 horses or dogs for finish in that order in the first race of the
designated two races.
(f) After the
wagering closes for the first half of the Twin Trifecta, the commissions will
be deducted from the pool in accordance with the laws of the State of Vermont.
The remaining pool will then be divided into two separate pools of equal
amounts.
(g) The monies in the
first part of the divided pool will be distributed to the holders of Twin
Trifecta tickets selecting the first three horses or dogs, in order, on the
first designated Twin Trifecta race, in accordance with the established
pari-mutuel practice.
The term, "First part of divided pool", shall mean one-half
of the net distributable pool of the total monies wagered in the Twin Trifecta
on the current days program only and, specifically excluded therefrom shall be
any carry over of any special cumulative second race Twin Trifecta pool from
any previous day's program.
(h) The second part of the divided pool will
be placed in a separate pool to be distributed to holders of "second half" Twin
Trifecta tickets selecting the first three horses or dogs, in order, on the
second designated Twin Trifecta race, in accordance with the established
pari-mutuel practice.
(i) In the
first half of the Twin Trifecta only, if there is a failure to select, in exact
order, the first three horses or dogs, payoffs shall be made on Twin Trifecta
tickets selecting in the following order of priority:
(i) The first two horses or dogs in exact
order, (if no such ticket is outstanding, then) (ii) The first horse or dog,
and any such ticket within the applicable above order of priority shall be
deemed a winning ticket. In the event (i) or
(ii) occurs normal payoffs for the first half
will be made. However there will be no exchange and the second portion of the
divided pool will be carried over to the next performance (iii) Failure to
select winner to win, regardless of the selection of the exact order of the
second and/or third horse or dog shall cause a refund of all Twin Trifecta
tickets.
(j) After the
official declaration of the first three horses or dogs to finish in the first
race of the Twin Trifecta, each bettor holding a winning ticket must, prior to
the running of the second Twin Trifecta race, exchange such winning ticket for
both the monetary value established by the mutuels department and a Twin
Trifecta exchange ticket at the specified windows and at such time shall select
the three horses or dogs to finish in the second race of the Twin Trifecta in
exact order as officially posted. No further money shall be required of the
holders of the winning ticket in order to make the exchange.
(i) No person shall disclose the number of
winning Twin Trifecta tickets eligible for exchange in the second Twin Trifecta
race, nor shall any person disclose any information regarding those tickets
during the exchange process until the race terminating the Twin Trifecta has
been declared official.
(k) No Twin Trifecta exchange ticket upon the
second race shall be issued except upon surrender of the Twin Trifecta tickets
from the first race as described in these rules. Twin Trifecta windows, for the
purpose of cashing and exchanging winner tickets, shall be open for the purpose
of making exchange as described only after the first race has been declared
official and such windows shall close when wagering closes for the second race
of the Twin Trifecta at the start of the second race of the Twin Trifecta
races.
(l) If a winning Twin
Trifecta ticket from the first race is not presented for cashing and exchange
within the time provided, the bettor may still collect the monetary value
attached to the ticket but forfeits all rights to any distribution of the
second race Twin Trifecta pool.
(m)
If a horse or dog is scratched in the first race of the Twin Trifecta races,
all Twin Trifecta tickets on the scratched horse or dog will be refunded. If a
horse or dog is scratched in the second race of the Twin Trifecta races, public
address announcements will be made and reasonable time will be given for
exchange of tickets on the scratched horse or dog. IN HARNESS HORSE RACING, for
the second race of the Twin Trifecta only, all horses will be considered
"official starters" once the field reaches the sixteenth pole prior to the
starting point.
(n) In the event of
a dead heat or dead heats in either the first or second race of the Twin
Trifecta, all Twin Trifecta tickets selecting the correct order of finish,
counting a horse or dog in a dead heat as finishing in any position dead
heated, shall be winning tickets, and contrary to the usual practice, the
aggregate number of winning tickets shall be divided into the net pool and be
paid the same pay-off price.
(o) In
the event there is no Twin Trifecta ticket issued accurately selecting the
officially declared first three finishers of the second Twin Trifecta race, in
the exact order, such second race pool, as divided earlier, shall be held for
the next consecutive racing day or night and combined with that program's
second race Twin Trifecta pool. Distribution of this special cumulative second
race Twin Trifecta pool will be made only upon the accurate selection, in the
exact order, of the first three officially declared finishers of the second
Twin Trifecta race.
(p) If for any
reason, the second half of the Twin Trifecta is not declared official, the
winning ticket holders who have cashed their tickets of the first half and have
received an exchange ticket, will be entitled to the remaining amounts of the
current programs divided pool.
(i) In the
second half of the Twin Trifecta should any horse or horses be prevented from
starting due to a malfunction of the starting gate the race shall be declared
not official for Twin Trifecta purposes. The winning ticket holders who have
cashed their tickets of the first half and have received an exchange for the
second half will be entitled to the remaining amounts of the current programs
divided pool.
In the event the accumulated second half of the divided pool
shall not be eligible for distribution on the final racing performance of any
racing meet, under these rules, then the rule adopted in section (i) hereof for
the first half of the Twin Trifecta shall apply to holders of exchange tickets
and the accumulated second half pool shall be distributed accordingly, and, if
there be no exchange ticket holders qualifying at such final performance, then
the accumulated second half pool shall be distributed to the winners of the
first half of the Twin Trifecta pool at such final performance in like
proportions.
(q)
Sales of the Twin Trifecta tickets other than from pari-mutuel machines or from
one individual to another shall be deemed illegal and prohibited.
(r) There will be no "coupled entries" or
"fields" in the races on which there is Twin Trifecta wagering.
(s) The Twin Trifecta pool shall be held
entirely separate from all other pools, and is no part of a daily double,
perfecta, trifecta or other wagering pool.
(t) Notwithstanding anything in this rule
contained to the contrary the Commission may, at the close of any Twin Trifecta
event and prior to the commencement of ticket sales for the next ensuing racing
performance, or at any time previous to the commencement of any race meeting,
declare a cap or limit on the aggregate amount to be accumulated in the carried
over second half pool of the Twin Trifecta, which shall be no less than the
amount, if any, on such date already held in such pool. In such event, until
such carried over pool shall have been distributed pursuant to this rule, at
each succeeding Twin Trifecta performance no pool division as in (f) hereof
shall be effected and the entire pool for each such Twin Trifecta first half
race shall be distributed as the first half pool is distributed pursuant to
this rule.
