It may license both stations qualified to do safety inspections and fleet owners or lessees to conduct emissions inspections. It licenses persons as emissions mechanics/inspectors. It may also adopt clean alternative fuel fleet standards for motor vehicles. Code of Virginia, Title 46.2, Chapter 10, Article 22.
