W. Va. Code R. § 59-1-1 - General
1.1. Scope. -- Legislative rule pertaining to
abandoned mine lands and reclamation fund, objectives, responsibilities, funds,
definitions, general reclamation requirements, eligibility, project evaluation,
right of entry acquisition management and disposition of lands and water,
procedures therefore and gifts, reclamation on private land, appraisals, liens,
state reclamation plan and grants, audit, administrative procedures, costs and
records.

Code 22-1-3 and 22-1-3a.
