W. Va. Code § 91-5-2 - Application and Enforcement
2.1.
Application. -- This rule applies to motor vehicle operators licensed by the
Commissioner of the West Virginia Division of Motor Vehicles.
2.2. Enforcement. -- Enforcement of this rule
is vested with the Commissioner of the West Virginia Division of Motor Vehicles
or the Commissioner's lawful designee.
