021-1 Wyo. Code R. §§ 1-9 - Quorum
A majority of the Board constitutes a quorum. The Board shall not act upon an application unless a quorum of the Board participates in the final decision on the application. Any member of the Board who was absent from the hearing may participate in the Boards final determination on an application or a petition after reading and considering the transcript of the hearing, together with the other evidence contained in the record.
