038-5 Wyo. Code R. §§ 5-6 - Identifier
(a) No horse shall be permitted to start that
has not been fully identified by the Official identifier. The trainer is
responsible for the identification.
(b) It shall be the duty of the Official
Identifier to check all contestants for each and every race and to have all
horses properly identified, keeping a record on solid colored horses and horses
starting for the first time according to the published record of the "Chart
Books" of the Daily Racing Form. This record is to be retained by the Racing
Secretary.
