053-2 Wyo. Code R. §§ 2-4 - Personnel Records
(a) The individual
who is an employee of the department has the right to view his or her own
personnel file that is maintained within the department. All of the contents of
an individual's personnel file shall be available to the duly elected and
appointed officials who supervise the work of the employee and to past
employees of the department to whom the record pertains. Requests for
recommendations of past employees shall be limited to employment dates and
responsibilities, the gross annual salary of a present or past employee, in
addition to a simple affirmative or negative response as to reemployment with
the agency. The department shall be prepared to fully document and defend any
negative recommendation of a former employee and will allow that employee, if
he or she requests, to receive a full written explanation of the negative
recommendation. Further, the department shall allow the former employee to
enter his or her version of the facts surrounding his or her employment with
the department to be made available to any future employer upon authorization
of the former employee.
