§ 13852.
Authorization of appropriations
(a) In generalThere are authorized to be appropriated to carry out subparts 1 and 2—
$45,000,000 for fiscal year 1996;
$72,000,000 for fiscal year 1997;
$76,500,000 for fiscal year 1998; and
$76,500,000 for fiscal year 1999.
(b) EarmarksOf the aggregate amount appropriated under subsection (a) for each fiscal year—
60 percent shall be available to carry out subpart 1; and
40 percent shall be available to carry out subpart 2.
(c) Amounts

Amounts appropriated under subsection (a) shall remain available for expenditure without fiscal year limitation.
