The Congress finds the older Native Hawaiians—
have a life expectancy 10 years less than any other ethnic group in the State of Hawaii;
rank lowest on 9 of 11 standard health indicies [1] for all ethnic groups in Hawaii;
are often unaware of social services and do not know how to go about seeking such assistance; and
live in poverty at a rate of 34 percent.
