Section, Pub. L. 98–213, § 12, Dec. 8, 1983, 97 Stat. 1462, provided that amendments or modifications to the constitution of American Samoa, as approved pursuant to Executive Order 10264 as in effect January 1, 1983, could be made only by Congress.
