Ariz. Admin. Code § R18-2-1421 - Criteria and Procedures: Localized CO Violations (Hot Spots) in the Interim and Transitional Periods
A.
Each FHWA or FTA project shall eliminate or reduce the severity and number of
localized CO violations in the area substantially affected by the project (in
CO nonattainment areas). This criterion applies during the interim and
transitional periods only. This criterion is satisfied with respect to existing
localized CO violations if it is demonstrated that existing localized CO
violations will be eliminated or reduced in severity and number as a result of
the project.
C. For projects which are not of the type
identified by
R18-2-1431(A),
this criterion may be satisfied if consideration of local factors clearly
demonstrates that existing CO violations will be eliminated or reduced in
severity and number. Otherwise, a quantitative demonstration shall be performed
according to the requirements of
R18-2-1431(B).
