Cal. Code Regs. Tit. 2, § 20004 - Evaluation
Annually in July, the Secretary of State will evaluate the county's program on the basis of two criteria:
(a) adherence to the adopted plan for the
meeting of minimum requirements.
(b) effectiveness in terms of increase in
number of registered voters over statistical/historical expectations.
