Cal. Code Regs. Tit. 2, § 20612 - Placement in Escrow Required
(a) The source
code for any voting system or ballot marking system intended for use by an election
jurisdiction in California must be placed in an approved escrow facility. If the
source code has not been placed in an approved escrow facility, no voting system or
ballot marking system derived from that source code may be used in any California
election conducted pursuant to the Elections Code.
(b) The election management system source code
intended for use by an election jurisdiction in California must be placed in an
approved escrow facility annually or after each major release.
