Fla. Admin. Code Ann. R. 61G14-11.003 - Examination for Certification as a Deputy Pilot
(1) The Board, pursuant to Section
455.217, F.S., specifies that
the licensing examination administered by the Department of Business and
Professional Regulation shall pertain to the management of vessels and a
knowledge of the channels, waters, harbors, and ports where the candidate for
examination wishes to serve and shall include the following professional
subject areas:
(a) International Rules of the
Road;
(b) Inland Rules of the Road
and the Pilot Rules;
(c)
Seamanship, Shiphandling and other Subjects Relating to Piloting;
(d) Aids to Navigation;
(e) Local or specific knowledge of the port
area for which being examined;
(f)
Chartwork of the port area for which being examined, with detailed information
of the port area required to be charted;
(g) A general examination concerning matters
pertaining to a candidate's knowledge of federal and state pilotage, fitness
and ability to undertake the duties of a certified deputy pilot in the port for
which being examined, and such other related information as may be deemed
pertinent to the examination process, to determine whether the applicant is
qualified to pilot all classes of vessels liable to enter the port and is
familiar with the waters, the channels, the harbor and the
port.
(2) In order to
achieve a passing grade on the examination a candidate must score 90% on the
subject areas in paragraphs (1)(a) and (b), and a score of 75% on the subject
areas in paragraphs (1)(c), (d), (e), (f) and (g).
(3) Recognizing that certain areas of the
examination are more critical than others to the stated purpose contained in
Section 310.001, F.S., the percentage
scores of candidates who have achieved a passing grade, as required in
subsection (2), above, shall be multiplied by the factors assigned below to
arrive at a final numerical grade for use in final selection to fill the
advertised positions:
