Fla. Admin. Code Ann. R. 62-296.707 - Electric Arc Furnaces
(1)
Applicability. The emission limitations set forth in Rule
62-296.707, F.A.C., shall apply
to all furnaces that heat materials with electric arcs from carbon electrodes,
including phosphorus electric arc furnaces.
(2) Emission Limitations. No owner or
operator of an electric arc furnace shall cause, permit, or allow emissions of
particulate matter in excess of the following standards:
(a) Phosphorus electric arc furnaces - 0.035
gr/dscf or any visible emissions (greater than five percent opacity) from a
control device, except during tapping periods. No visible emissions greater
than 60 percent opacity shall be allowed during the tapping period.
(b) All other electric arc furnaces - 0.010
gr/dscf or any visible emissions (greater than five percent opacity) from a
control device, except during charging and tapping periods. No visible
emissions greater than 20 percent opacity shall be allowed from the shop during
charging periods. No visible emissions greater than 40 percent opacity shall be
allowed during tapping periods.
(3) Test Methods and Procedures. All
emissions tests performed pursuant to the requirements of this rule shall
comply with the following requirements.
(a)
The test method for visible emissions shall be EPA Method 9, as described at 40
C.F.R. Part 60, Appendix A-4, adopted and incorporated by reference at Rule
62-204.800, F.A.C.
(b) The test method for particulate matter
emissions shall be EPA Method 5 or EPA Method 5D, as described at 40 C.F.R.
Part 60, Appendix A-3, adopted and incorporated by reference at Rule
62-204.800, F.A.C. The minimum
sample volume shall be 30 dry standard cubic feet.
(c) Test procedures shall meet all applicable
requirements of Chapter 62-297, F.A.C.
