Fla. Admin. Code Ann. R. 62-816.008 - Preparation and Acceptance of Management Plans
(1) All grantees must prepare a final
management plan for approval by the governing body prior to the release of any
funds by the Trust. This plan must include the following:
(a) At a minimum the management plans shall
set forth how the site will be managed to further the purpose of the project, a
description of all planned improvements to the project site, the costs and
funding sources, and the management entity and its funding source. If the
grantee is not the proposed managing entity, the management plan must include a
signed agreement between the grantee and the managing entity stating the
managing entity's willingness to manage the site, the manner in which the site
will be managed to further the purpose(s) of the project, and identification of
the source of funding for management.
(b) Evidence that the management plan is
consistent with the local comprehensive plan.
(c) Evidence that the conditions imposed in
the grant contract have been satisfied.
(2) The governing body shall decide whether
to approve the management plan based upon the grantee's compliance with the
grant contract, the requirements of subsection
62-816.008(1),
F.A.C.
(3) The governing body shall
reject any management plan if any portion of the management plan is
insufficient to carry out the purpose of the project or is inconsistent with
statutory or administrative requirements.
(4) The Trust staff shall have 45 days to
review the final management plans for completeness of all items required under
this part. Management plans found incomplete by staff may be made complete by
the grantee prior to consideration by the governing body at its next quarterly
meeting.
(5) A grantee whose
management plan is rejected by the Trust governing body may as a matter of
right amend the management plan for reconsideration at the next quarterly
meeting of the Trust governing body.
