Haw. Code R. § 11-264-10 - Applicability
(a) The rules in this subchapter apply to
owners and operators of all hazardous waste facilities, except as provided in
section 11-264-1 and in subsection (b) of this section.
(b) Subsection 11-264-18(b) applies only to
facilities subject to regulation under subchapters I through O and subchapter
X.
