Haw. Code R. § 17-663-21 - Eligibility as household members

(a) Members of eligible households, including single person households, who are narcotic addicts or alcoholics and who regularly participate in a drug addiction or alcoholic treatment and rehabilitation program on an out-patient basis may use food stamp benefits to purchase food prepared for them during the treatment program by a private, nonprofit organization or institution which is authorized by FNS to redeem the food stamp benefits through wholesalers, or which redeems food stamp benefits at retail food stores as the authorized representative of participating households.
(b) Household members who are narcotic addicts or alcoholics who are participating in a drug addiction or alcohol treatment and rehabilitation program as an inpatient or resident of the treatment program, may participate in the food stamp program but shall do so through an authorized representative who shall be a designated employee of the treatment program, as specified in section 17-663-22.
