Haw. Code R. § 4-42-6 - Application of tolerances
Averages for the entire lot, based on the examination of representative samples, shall be within the tolerances specified, but individual quantities of any one type of flower or foliage in any package may contain not more than double the tolerance, provided that at least one specimen which fails to meet the requirements shall be permitted.
