Haw. Code R. § 6-74-19 - Availability of electric utility system cost data; substitution of alternative method
After public notice in the area served by the electric utility, and after opportunity for public comment, the commission may require data different than those which are otherwise required by §§ 6-74-17 and 6-74-18 if it determines that avoided costs can be derived from that data.
