The Mississippi Administrative Procedures Law provides for public notification and participation in the governmental process and such provisions are applicable to the Mississippi Commission on Marine Resources (hereinafter "Commission") and the Mississippi Department of Marine Resources ("MDMR"). Pursuant to Miss. Code Ann. ยงยง 25-43-1.101, et seq., the Commission has adopted the following regulations on public document requests, hearings and declaratory opinions.
