(1) Upon the filing of any petition, the
chair shall confer with and may hold informal conferences with the known
interested parties in an attempt to ascertain the facts. Whenever the chair
shall determine that the parties are unable to agree upon any fact or matter,
and the chair is unable to settle the controversy without hearing, the board
shall conduct a hearing to resolve such matters. Via email or written document,
the chair shall notify the parties of the time and place of such a hearing at
least ten (10) business days prior to the hearing, unless both parties mutually
express to the chair a desire to hold the hearing on an earlier date.
