If any of the provisions of NAC 584.0111 to 584.0551, inclusive, or any application thereof to any person, thing or circumstance is held invalid, it is intended that such invalidity not affect the remaining provisions or application thereof if the provisions or application can be given effect without the invalid provision or application.
