N.H. Admin. Code § Int 211.02 - Severance
Whenever it shall appear to the board, upon motion or its own initiative, that injury to the substantial rights of a party or undue delay will be thereby avoided, the board shall sever one or more issues from a proceeding, and dispose of those issues in another proceeding.
