N.J. Admin. Code § 13:62-12B.6 - Maximum protection
(a) All
hubrails, fences, stands and buildings shall be constructed and maintained so
as to afford maximum protection for spectators.
(b) Any spectator stand erected or relocated
on or after April 1, 1960, must be located at least 25 feet from the hubrail.
