N.Y. Comp. Codes R. & Regs. Tit. 17 §§ 154-2.20 - New York City permit authority
(a) The
New York City Department of Transportation may issue permits for the operation
of vehicles or combination of vehicles which exceed the weight limitations
provided for in the New York City Department of Transportation rules and
regulations. This authority encompasses highways on the State highway system in
New York City.
(b) The New York
City Department of Transportation rules and regulations may include different
weight limitations, and schedule of fees charged for the issuance of permits,
as well as any other requirements deemed necessary by the city commissioner of
transportation.
