N.Y. Comp. Codes R. & Regs. Tit. 3§ 2.3 - Answer
The respondent may file an answer to the superintendent's certification within 20 days after service upon the respondent of the notice of hearing. The answer shall be filed with the Banking Board, and the Banking Board shall serve a copy thereof on the superintendent.
