101 Pa. Code § 13.144 - Conflicting amendments

(a) General. The act (1 Pa.C.S. § 1955) provides that if changes made in a statute by two or more amendments which overlook each other are to any extent in direct conflict with each other, the rules relating to irreconcilable statutes shall govern.

(b) When amendments are in conflict. The fact that a later amendment restates language of the original statute which was deleted by an earlier amendment, or fails to restate language inserted by an earlier amendment, does not of itself create a conflict between the two amendments. Amendments are in conflict with each other only if the changes in the statute made by each without considering the inserts and strike-outs of the other cannot be put into operation simultaneously.
