43 Tex. Admin. Code § 9.226 - Contract Goal Good Faith Efforts
If a DBE contract goal has been established, the department will award the contract only to a bidder that makes good faith efforts to meet the goal as described in 49 C.F.R. Part 26, Appendix A.
