(1) This Rule
R131-15 and Section
63G-6-604
does not apply if the Board determines that the application of this Rule
R131-15 or Section
63G-6-604
would severely disrupt the operation of a state agency to the detriment of the
state agency or the general public, including:
(a) jeopardizing the receipt of federal
funds;
(b) the state construction
contract being a sole source contract; or
(c) the state construction contract being an
emergency procurement.
