Utah Admin. Code R23-22-3 - Requirements for Qualified Proposals
(1) For sales of vacant division-owned
property, the division may require a qualified proposal to propose a minimum
acceptable purchase price, to be established by the division.
(2) For leases of vacant division-owned
property, the division may require a qualified proposal to propose a minimum
acceptable rent, to be established by the division, as well as proposed lease
term, options for extension, if any, and material lease terms and
conditions.
(3) A written proposal
submitted by a local government entity or public purpose nonprofit entity shall
explain the public purpose for which the local government entity or public
purpose nonprofit entity seeks a transfer or lease of the vacant division-owned
property to be a qualified proposal.
(4) To be a qualified proposal, a written
proposal shall address how the written proposal, if accepted and implemented,
provides a material benefit to the state.
