Utah Admin. Code R23-6-1 - Purpose
(1) This rule
implements Subsections
63A-5b-602(1)
and 63A-5b-702(3)(a).
(2) The purpose of this rule is to ensure
that the state owned facilities shall be life cycle cost effective. To achieve
this objective, value engineering and life cycle cost analysis is to be used in
the facility design process by the division.
