Utah Admin. Code R277-700-1 - Authority, Purpose, and Oversight Category
(1) This rule is authorized by:
(a) Utah Constitution Article X, Section 3,
which vests general control and supervision over public education in the
Board;
(b) Subsection
53E-3-401(4),
which allows the Board to make rules to execute the Board's duties and
responsibilities under the Utah Constitution and state law;
(c) Section
53E-3-501, which directs the
Board to make rules regarding competency levels, graduation requirements,
curriculum, and instruction requirements;
(d) Section
53E-4-202, which directs:
(i) the Board to establish Core Standards in
consultation with LEA boards and superintendents; and
(ii) LEA boards to adopt local evidence-based
curriculum and to design programs to help students master the General
Core;
(e) Title 53E,
Chapter 4, Part 2, Career and College Readiness Mathematics Competency, which
directs the Board to establish college and career mathematics competency
standards; and
(f) Section
53E-4-205, which requires the
Board to provide rules related to a basic civics test.
(2) The purpose of this rule is to specify
the minimum Core Standards and General Core requirements for the public
schools, and to establish responsibility for mastery of Core Standard
requirements.
