aggrieved by final division or Wildlife Board action may obtain judicial review

review is expressly prohibited by statute.
(2) A petition for judicial review shall be
filed within 30 days after the date the order constituting final agency action
is issued.

judicial review of an action taken by the division or Wildlife Board only after
exhausting all administrative remedies available, including those available
through the Wildlife Board and the regional advisory councils, as required
herein, unless a court of competent jurisdiction makes a finding that requiring
exhaustion:
(a) would result in irreparable
