The Utah Rules of Civil Procedure and case law interpreting these rules are persuasive authority in Commission adjudications unless otherwise provided by:
(1) Title 63G,
Chapter 4, Administrative Procedures Act;
(2) Utah Administrative Code R746;
or
(3) an order of the
Commission.
