Wash. Admin. Code § 296-150M-0010 - Authority, purpose, and scope
(1) This chapter is authorized by
RCW
43.22.340 through
43.22.445. The law requires that
any alteration to a manufactured home be approved by the department. A
manufactured home with an approved alteration requires an alteration insignia.
Alteration insignia can be purchased from us.
(2) The United States Department of Housing
and Urban Development (HUD), manufactured housing standards division, has given
us the authority to act as a manufactured home production Inspection Primary
Inspection Agency (IPIA) and enforce 24 C.F.R. 3280. As an IPIA:
(a) We are required to inspect every
manufactured home built in Washington state sometime during
production;
(b) We are authorized
to audit the quality control program and the performance of quality control
inspectors of manufactured home factories located in Washington
state;
(c) We are authorized to
supply a HUD label to the manufacturer following our inspection and approval of
the manufactured home and the manufacturer's quality control program;
and
(d) We are authorized to remove
HUD labels according to the guidelines stated in the IPIA inspector's manual.
