Not later than 180 days after December 18, 2025, the Director of National Intelligence shall submit to the appropriate congressional committees an intelligence assessment analyzing the risk posed by PRC global bases and potential PRC global bases identified pursuant to subsection (b)(2)(A) to the ability of the United States or any United States ally to project power, maintain freedom of movement, and protect other interests.
Not later than 180 days after December 18, 2025, the Secretary of State, in coordination with the Secretary of Defense and other appropriate senior Federal officials, shall submit to the appropriate congressional committees the strategy described in paragraph (2).
The term “PRC global base” means a physical location outside of the PRC where the PRC maintains an element of the People’s Liberation Army, PRC intelligence or security forces, or infrastructure designed to support the presence of PRC military, intelligence, or security forces, for the purposes of power projection.
