Notice of Proposed Rulemaking
In administrative law , a Notice of Proposed Rulemaking (NPRM) is the formal announcement and explanation of an agency’s intent to address an issue or achieve an objective. All proposed Federal rules must be published in the Federal Register in order to notify the public and to give them an opportunity to submit comments.
Administrative agency actions and interpretations are subject to court review and the deference given to administrative agencies has been significantly constrained since the 2024 U.S. Supreme Court decision in Loper Bright Enterprises v. Raimondo . See Chevron deference .
